Amtrak Partnership Moves Reading-Pottstown-Philadelphia Passenger Rail Project Forward

A long-discussed plan to restore passenger rail service between Reading, Pottstown, Phoenixville, and Philadelphia has reached a significant milestone.

Amtrak and the Schuylkill River Passenger Rail Authority (SRPRA) announced they have signed a Memorandum of Understanding (MOU), formalizing their partnership to advance the restoration of passenger rail service along the Schuylkill River corridor.

The agreement identifies Amtrak as the proposed operator of the future rail line, although a separate service agreement will still be required before operations are finalized. By partnering with Amtrak, the project gains access to additional technical expertise and may become more competitive for federal funding because the route would connect to the national Amtrak network.

Under the agreement, Amtrak will assist with key planning tasks, including ridership forecasting, revenue projections, and estimating operating and maintenance costs. Officials believe the partnership will help accelerate the next phase of the project.

The proposed rail line would use existing SEPTA, Amtrak, and Norfolk Southern infrastructure to connect 30th Street Station in Philadelphia with Phoenixville, Pottstown, and Reading.

The Schuylkill River Passenger Rail Authority remains optimistic that construction could begin by 2028, with passenger service launching as early as 2030, pending completion of required federal reviews, engineering, and design work.

Officials also noted that future expansion could eventually provide direct service from Reading to New York City and potentially extend rail connections into the Lehigh Valley, though those plans remain dependent on future projects.

Passenger rail service previously operated along the corridor until it ended in 1983.
