Lucas S. Arnold, a 17-year-old from Birdsboro, has been charged as an adult with aggravated assault among other charges, after a confrontation with an 18-year-old from Pottstown. The incident, which unfolded on the evening of February 1st, reportedly began over a dispute during a planned transaction. Arnold, who had recently moved to Birdsboro, alleged he was defending himself from an attempted armed robbery when he used a knife to inflict multiple stab wounds on the victim.
The altercation has left the 18-year-old victim hospitalized with serious injuries, while Arnold's claims are being scrutinized by authorities, especially after video evidence and text exchanges questioned the legitimacy of his self-defense claim.

Governor Shapiro Launches $10.5M Funding Program for Small, Disadvantaged Businesses
Governor Josh Shapiro has initiated a significant move to support small, historically disadvantaged businesses in Pennsylvania by launching a $10.5 million funding program derived from the federal American Rescue Plan Act (ARPA). This initiative is designed to aid eligible small diverse businesses that have been economically impacted by the COVID-19 pandemic, offering grants ranging from $2,500 to $10,000. The application period for this funding is set from February 5 to February 23, 2024, targeting businesses in operation since March 17, 2020.
Governor Shapiro emphasized the administration's commitment to fostering the growth of women and minority-owned businesses, highlighting the importance of breaking down barriers and supporting the creation of generational wealth. This funding program is managed by the Pennsylvania Community Development Financial Institutions (CDFI) Network, focusing on minority businesses with annual revenues not exceeding $1 million and employing fewer than 25 full-time equivalent employees.
Priority for the grants will be given to businesses located in low-income census tracts, high-crime municipalities, and specific designated areas across Pennsylvania. The funding can be used for various business needs including working capital, inventory, equipment, and marketing efforts.
An additional $8.5 million in ARPA funding will support technical assistance and business development services through CDFIs and partner organizations. This move, endorsed by Senate Democrats and community leaders, aims to bolster small businesses such as barbershops and beauty salons, which have historically faced significant barriers to growth and success.
This initiative not only seeks to mitigate the ongoing economic impact of the COVID-19 pandemic on small, disadvantaged businesses but also to build a more equitable and inclusive economy in Pennsylvania. Applicants are encouraged to review program guidelines and seek technical assistance as needed before applying.
